Sounds like you may have mistakenly deleted the Steam 'Workshop' folder. That's installed by the steam client so, if you've accidentally deleted it, simply create a new folder in there named workshop and then one inside it named content. Then unsubscribe all mods from Workshop and re-subscribe to them again. This should re-create the 11900000 folder along with the mods.
