In DA under Steam Workshop (top ribbon menu) you have Open Subscribed Map.... There should be all maps you wish to open. After clicking on it you should have below the picture and description a big button with Open Map.
If this button is missing, please use within the Steam Library the properties option to verify your game data.

For uploading you have to use Publish Map... in the top ribbon menu (also Steam Workshop).
Choose your thumbnail, map title, the visibility, and a description and click on Publish![/]

Steams verbiage isn't helpful because it states "Subscribe to download" when in reality all it is doing is Subscribing you to the map so you can open it with ease inside DA.

Within Da is the Steam workshop tab and inside that is a subscribed maps section. Any maps you sub to on Steam will show up here.
