If the vehicle drifts during docking, for example due to an ocean current, it can literally get stuck in an endless loop of corrective maneuvers. It is also possible for it to get stuck on the wall of the docking ramp.
The condition can be broken by gradually and gently steering the carrier into the current.

The best bet for fixing this is to utilize the petrel to drop land targets onto carrier. The petrel will essentially drop the target through the top of the deck into the bottom deck. If that's not possible, the use of the vehicle mod speed in water so it can dock quicker.
