Permanent claims ?

I have noticed that some of the claims at game start in the HRE eventually disappear completely , like Osnabruck , Mulhausen , Geneva , Coberg , and Tyrol . :(

But other claims seem to be permanent . For example , as late as 1710 I was able to restore Brittany , even though , as best as I recall , Brittany had ceased to exist fully 200 years prior.

Is there a way to make those temporary historical claims permanent , like apparently the Briton claim is permanent ?

If so , is it simple and straightforward ,

or much too complicated to explain ?

Or is there perhaps a Mod that makes all historical claims permanent , as opposed to fabricated claims ?

I'm pretty sure that there are no (permanent) claims at the game start. And claims don't make it possible to recreate dead countries. Cores are needed for this. But not all cores are historical. Cores get created during gameplay when countries core the provinces which they conquer and they are also gained via some events and missions(though most events and missions only give permanent or non-permanent claims).
