Which train signal to use and how?

I have a railway junction in front of customs house. Two rails coming into 1 before the customs house. In every other game of this type it is the basic train signal. On the left it should glow green (both directions) and on the right as well. Whichever train comes first the second is blocked until the first train vacates the shared rail (as soon as end of the train is behind the train signal). I just cant set this up in this game. I used every possible train signal in this game and it is always the same. Train is blocked already at customs house or later at the signal and it has "?" question mark above. Screenshot added for better understanding. It should be very simple. I dont understand this.

chain both ways between costums and the crossing.
in your case i would put a mixed one of the other side of the crossing with the two arrows facing the crossing.
usaly you put a chain towards a crossing and a normal one leading away from it. if you use the track both ways use mixed, at least thats how i do it and it works decently untill some trackbuilder needs to go there...

Left rail: Mixed Two arrows to the customs house one away from it
Right rail: Mixed Two arrows to the customs house one away from it
One main rail leading from custom house - no train signal or mixed as well pointing two arrows to the junction where it divides to 2 rails?
