Yes, I have used IRH as a base to work from but nothing I write seems to lets me change the castle picture whenever I convert a province to my custom culture.
Well if you did everything like IRH, what's left to say, other than that you must have made a mistake then. How and what is hard to say from the distance. Verifiy if you might have missed to create a file somewhere or made a simple mistake somehow inside a file (brackets or such) or in a file name etc.
You asked about linking your culture with gfx/ interface, so i wonder if you missed the interface and common folder of IRH, especially as you didn't mention either.
The Wiki doesn't mention anything for the tga file format, so i suppose that's not where you need to look, though i have no real clue about graphic related issues.
Maybe the mod frame as such has an error and the mod isn't loading in the first place.
So make a copy, delete all content and add just a simple and obvious modified part, like increasing demesne size via an added defines file or such, something you know should be working.

Ah good, the common folder.
Did you just forget to add the culture there or does your mod include less folders and files than IRH and build it different ?
I would have thought they are all required to be modified.
I wonder, as i only modified those type of mods many years in the past, but didn't build my own and hence don't know what does what and if there is some maybe superfluous fluff.
Well in my mod's case I only needed to change the castle image, so less folder than IRH, I didn't need to look at anything that effects temple holdings or related to religion which is like 70% of the files in IRH.
