Report a translation problem
Note that it feels a bit weird to be able to see something but not be able to shoot it since weapon range is close to or greater than sight range in standard game play. If you find this, consider increasing weapon range to compensate. However, the risk with weapon range being much greater than half the screen width is that you are shooting (or being shot by) squads that are off screen. It's a fun experiment but does reveal that the default sight, range, camera, and fog of war settings are pretty darn good.
It would be easiest to implement through script (i.e. a game mode). A tuning pack would likely involve a lot more work, would be fixed (i.e. not customizable), and would require updating when Relic adds new units in future expansions.
Solve one thing only to create another (:-)
