Empire at War Modding catch up income Question

I just got into modding for this game and only messed around with a few number changes, however, i was wondering if it's possible to add in a catch-up value or function that would boost someone's income in a skirmish battle so that the games feel more even?

There is a 5 or 10% income bonus automatically applied to the team that is furthest behind in income in skirmish. That value may be able to be changed, check GameConstants.xml. I don't exactly remember if it can be or what the value was, but I do know that it exists.
