I'm hoping for Fixed Marian Reforms, in which this event will no longer be triggered by a city reaching enough pop for huge city. Instead, the event is set to activate at the dawn of 107 BC. Once a huge city is set up before then, final tier Roman structures are still buildable. But until the reforms take place, the only top tier unit you can access are Urban Cohorts.
