You might also look for likely culprits among your mods. More invasive stuff that fiddles with mechanics and values are, in my not very knowledgeable opinion, more likely to be problematic. Graphical modifications are, I guess, less likely to be responsible for that kind of bug. I'd also be surprised if Too Many Voices is guilty.
Failing that ... deactivate everything and try again. Problem is that the more likely culprits would probably require a new session.
This is why I hesitate to use mods. I have 8 mods going, most just graphics, thinking(praying?) they are safe. But playing the game where at any random moment one of these mods could blow the game apart is not worth it to me.
Searching for it in discussions was the first thing I did. Fiddling with them trying to determine which, if any, is the culprit, is just not worth my time. Bye, bye mods.
I have Cities+ and Too Many Voices (that one is absolutely essential , though) active. Tried a few others ... but those, while cool, led to annoying little bugs. Nothing game breaking, though. One messed up my the savegame of the one session where I experimented with it - even turning it back on didn't help.
I haven't done enough with the Space Marine Campaign to get into any trouble yet. Not my favourite faction. :)
There are a few cool other mods I'm itching to try, I'm just not in a particular hurry.
