Mods without the launcher
I don't use the launcher because it doesn't work well on my machine. Is there a way to use mods without it? I know in past Paradox titles you could use a mod folder, but I don't know if that still works.

Mod folder and launcher aren't really connected. You download mods via the workshop or create them locally, the launcher is there to activate them. It's always been that way.
But you can in theory skip the launcher and perhaps edit the dlc_load.json file in the EU4 documents folder, it also lists the activated mods. Though not sure what the exact syntax is.

As LimoneZitrone said, you can create a "Documents/Paradox Interactive/Europa Universalis IV/mod/" folder, put your mods with their .mod files there and edit the dlc_load.json. For example if you want to activate the mod mymod.mod, you can use:
{"enabled_mods":["mod/mymod.mod"],"disabled_dlcs":[]}
There are also third party mod managers which you can use instead of the paradox launcher

Thanks for the replies, good to know that I should still be able to use mods without the launcher. I had tried to create a Mod folder initially, but it didn't work. It didn't occur to me that I had to edit the .json file. I'll give it a try.
