Paid mod without declaring it
It is correct to publish a mod, leaving them to believe that it is free, inviting users to download it and then, since it doesn't work, you have to go and ask why on the modder's Discord and only now do you learn that the mod is paid for.
Is this correct and legal behavior?

lol no. they have no rights to be selling at the very least its illegal on deceptive marketing practices
