Not easily, no. You could edit the zone data in the save by changing <AllowedActions /> to <AllowedActions>Welding</AllowedActions> but as the data block for NPC stations is generated procedurally as a player triggers their appearance, it would need to be done repeatedly for each trade station as it appeared. <edit...> Trade stations in stock worlds with no related mods are predefined in the save, so you could do it with a simple mass search and replace on the SANDBOX_0_0_0_.sbs file and delete the sbsB5 file before loading the save. Normal caveats apply regarding editing savefiles ...
Since you play alone = Trading stations don't need any.
