less states mod

akin to the us less states mod. a lot of provinces could me merged which will lead to a huge performance improvment

Yeah this would be awesome, each country combined rather than each one having 50 states to click through.
I did this once for a sweden play, they only have like 3/4 states so it wasn't super involved.
