Mod request - Scouts build outposts
Sorry but not having settlers is just a bad idea. Your heroes already have to lead armies there is no reason they have to run across the map to lay down cities. There is a city limit and hero limit already.

Well scout CAN build outpost, barbarian culture's scout only though.
