You wont be able to all info is server side to prevent cheating.

they could do like other games and have unranked mode that does allow custom maps

they had such a mode in dd1

so its not that hard. all they would need is to release dddk for it and add back such mode and allow us to host our own games like they did in dd1

That was the problem though. People were able to create stuff in customs and edit the game data to make it available in ranked.

other games allow it and even dd1 supported unranked like mode where u could use user created content... they could basically implement the same thing user content can only be used for unranked and on locally hosted games like in dd1

also its unreal very easy to mod even if they only give client, so they are not going to stop many unless they do vac and fairfight and punkbuster type security
