I have tried making some concrete and asphalt plants that do not require any workers but even though they produce the materials correctly (fills up the export & trucks on lines), any CO assigned to it says "The asphalt/concrete plant can't produce X".

My guess is that the game checks it based on whether there are any workers in said buildings. Does anyone know if there is a way of bypassing this?
