What are the best tools for creating test chambers?

I would say the most intuitive but expanding is BEEMod, as you can easily make maps, you just need to export your item selection, but Hammer is probably the best if you're making really advanced chambers or chambers purely about asthetic. Thing is though, with hammer, it takes DAYS to make a good chamber, whereas with BEEMod, you can make a decent one in about 5-10 minutes
