What mod allws to earn XP on barbarians?

I am tired of noncense, that you can get only one level on them. After several years and 50+ finished games I've come to the point that this is wrong.
In the naval sphere AI civs almost never have a decent fleet. But often an archipelago with 3 camps produces a huge fleet. Camps spawns on new islands while I clear current ones. Eventually there is a giant barbarian fleet that hard but to beat with 8 units of modern ships of all classes. It must be rewarded.

p.s. there is Civ with that feature, but anyway
