Regardless, the modding scene isn’t dead. Sure, the community isn’t large, it’s rather quite small for the series. There are still people making mods for this game. However, making mods for this game is not easy. The main reason is that the editor tool has no real guide on how to fully use it. It’s mainly trial and error and learning from other modders experiences.
If you look at Skyrim and how huge that modding community is, do you know why? Sure, the game has a bigger player base and modder count. But because Skyrim’s modding tools are stupidly simple to use. And people have tons of guides, videos and tutorials on how to use it. I’ve made some mods from Oblivion to Fallout 4 so I’ve some idea on how that goes.
The editor is several patches out of date, which sucks, but isn't much of a problem if you aren't trying to modify existing maps. I do most of my modding outside of the editor anyway with VSCode, and only use the editor to add icons, make visual effects, new root templates, and to publish.

Yeah, it is a huge shame the editor is somewhat outdated. But to the full extent, that mainly affects mods editing the Fort Joy map's grid pathing. Everything else is basically fine. You can add the giftbag data into your editors data so it can be edited, but it then severely limits a few functions.
