Is it true that people are making a victoria and empire 2 mod for shogun 2?

About a Victorian era mod I have heard something, Empire 2 mod... Nope, but maybe there's someone that is doing it, a lot of progress has been made regarding modding TW games, one team has even been able to add new ships and making it functional.
