1: The entire Datarealms Cortex Command Forums[forums.datarealms.com] is filled with info on modding; LUA, spriting, or otherwise. If you have a question, it's probably been asked before there.
2: This pinned thread[forums.datarealms.com] in the Mod Making board has basically everything (though some links and images are broken).
3: The official Wiki[wiki.datarealms.com] is good for looking for specific Lua references but also, basically everything.
Then as far as art, learn how to make a sprite compatable with the game. It's honestly easier than working with .ini once you know about the pallet and how to use your paint program, but it can be intimidating to draw arms and legs, then make them animate properly in the .ini. Don't fear failure, but work beyond it.
Just those two those things are enough to make the game your playground. Aside from modding resources, you can equally look at the base game assets and other user mods to learn. Alot of learning is experience where you try making things yourself, or look at the game and think "How do I do this?".
You could learn .lua later if you want. Look at mods like Retrofit Security, anything by CaveCricket, and the default Techion to see how .lua is used. Also, the forums and wiki are amazing resources for learning .lua . If you get stuck, lurk more.
