If you want to change the way it is now you gotta start first reading script .pdf file in Modding folder.
By the way, there is one bug in the game that most likely will not be fixed; I didn’t quite understand the point, since I got there partly by accident, but the point is to somehow pin the NPC with a cart in the corner of the building and rob him from ambush, then money will appear out of nowhere, as usually happens, without taking it away from the NPC himself, which - this way you can repeat this as much as you like if the NPC is sandwiched at the corner of a building. This really ruins the game. After all, when money is not taken away during a robbery using an ambush, this is a huge hole in the game.
Imagine this in multiplayer where one player robs another through an ambush and his money is not taken away, but the one who robs gets more money. They can rob each other in each other’s corner and divide the money that appeared from the void among themselves. This is just an example.
As I said the system works the way that if you rob a AI the money is taken from AI, NPC they are "created".
Robbing carts is a known "feature", just dont use this way to get money.
