When you gonna save a tactic inside the game, there is a button called "Publish to Steam". You can't upload it directly from Steam Workshop. Same for training, set pieces etc

Once that is done yo ucan change various things as well (the description, images, etc) outside here on steam.
Sometimes it can be a bit buggy. So ie. you can publish "privately" and then make it public when you are happy about it.
