Cannot build certain buildings sometimes

So I play with a boatload of mods, 100+ for every race. I am currently in the process of disabling/enabling every one of the to deal with buildings as I cannot at some times build some buildings.

I can't determine the exact variable causing me not to be able to build them. Sometimnes it's just certain buildings have been tagged as already built, they can be normal landmarks, mod landmarks, normal buildings, mod buildings... Exactly which ones I cannot determine, and more importantly exactly which mod I cannot determine. This is quite annoying as one of the more common ones to not be able to build is the growth or money buildings.

Any tips on determining which ones might be messing with me? Right now I'm disabling any that mess with buildings one by one and relaunching a new game to find out.

So far I've been able to narrow it down to this collection. I hope it's not 22 slots for Mixu's Unlocker, but that seems most likely culprit. I miss Rome/Medieval 2 buildings where you can have whatever you wanted.

Considering recent testing it seems to be a result of the other faction which owned that region having constructed the building beforehand. This is not guarantee but looks like the case. The previous faction owners race does not seem to matter.

Late addition, but it is 22 slots after all. When AI builds a building that you can build as well, it is not shown on the actual build slot, you can see it in the building browser, and you do get its benefits, but you cannot destroy it nor upgrade it.
