Report a translation problem
I am not much of a modder, but probably not. Keen, to my knowlage, has not released the full length of the games code/engine to the public and they probably wont. For that alone, I would wager we are stuck with what we have in relations to map sizes.
For the record, so I don't look like I am just pulling this out of thin air, To mod any game, you either need access to the Dev Kit (or something similar), or full access to the game's code/engine. How much access you get determines what your limits are with modding. Take AI for example. As far as I know, we can't even touch the AI in the game (someone correct me if I am wrong). Which is why moders have done nothing to add their own tweeks/improvements.
I may not have modded before (well, unless you count a few small things for CIV 5 and GC3), but I have looked this stuff up out of curious interest.
