i cant use commands?

i cant open the command box, ive tried using both the tilde key and ctrl alt c

The key depends on your keyboard. Usually it is the key below ESC. The wiki lists a bunch of more options: https://eu4.paradoxwikis.com/Console_commands

ive tried them all but none work and im not even playing ironman???

I don't knwo what that is. And even if I would know that brand and model, it wouldn't help, because it wouldn't tell me the keyboard layout, because usually the same model is sold for many languages and then it looks different in each language.
The reason that I'm asking is because the location of the key is what usually matters for eu4 and not really which letter/symbol it generates.

It looks like you have to press the ESC key together with some kind of meta/AltGr/command key. I think it should be the key which you use to get a § (and not the 1/2 symbol).
