It's entirely possible.

Set diplomatic relations in startpos.esf
Disable all diplomatic options other than declare war (for factions that are created via conquest)

Is it worth it? No. Is it an enjoyable experience? No.

you could possibly make it do so factions starts with allies and at war with one another but disabling all diplomacy i guess would not work

i would say its not a great idea just my opinion

I came up with the idea for the "This is total war achievement." It's a slippery achievement because you encounter so many new factions per a turn. Plus it is annoying receiving all these diplomatic envoys after you hit the end turn button. All I want is total war with no diplomacy. I think some other versions of total war have this no diplomacy total war mod just for the "this is total war" achievement.
