Mod Idea

This will be pretty vague, but imagine a mod that makes this game highly staff focused as well. example you have to assign guards to sectors, manage the chain of command, promote and demote guards, have staff related incidents and decisions. etc

Multiple similar mods exist, but they arent exactly what you want. They are generally not compatible with each other.

This bureaucracy simulator for example.

A "pretty long" time ago someone made a Staff Promotions mod, but it hasnt been updated in years and might not work anymore.

More recently staff promotions became an official feature with the release of this free DLC.
