The crazy thing with map evaluations is it varies widely depending on the player's personal tastes, design preferences, and pet-peeves. One of my highest rated maps was dirt simple and beautiful (or lush), but I always get a lot of complaints when they're too simple; yet, when I make "tough maps," I then get lower ratings and complaints they're too hard. Because of that, I went for making hard and easy versions of each map in an effort to meet the desires of both camps. I don't current map anymore, but was a hoot and fun when I did.
Unfortunately, Steam would have to redesign their database for keeping track of each map's statistics and more than likely make it a lot bigger than it already is. With over 775,000 single player maps, that would be an awful lot of effort, time and work (all of which together = $$$$).
So I don't think it's likely to ever happen.
The really difficult thing for a map/puzzle maker is finding that sweet spot right in the middle.
Those are the 0.001% at the very top of the most popular list for all time.
I keep dreaming of hitting that sweet spot...
