If your mod was removed it means that you've broken at least one of the points described in EULA. For additional information read this post.

If we deleted it, we've most probably took the effort to notify you about why we did that. Check your messages on steam and modify the mod before uploading it again to make sure it will not be deleted again. A thing worth noting is that we'll be deleting the mods as soon as we find the first issue and we'll stop looking further. So fixing one thing does not mean that your mod will not be deleted again, so make sure you verify what content your mod contains.

If you do not want to modify your mod and want it to be exactly how you imagined it then simply do not upload it to steam, just somewhere else.
