Also, remember that Broken Lords, and Cultist heroes make the best governors for economic supply cities. Especially Cultists, as their early skills are extremely good in practically any kind of city, while Broken Lords take a bit of time, and best used in cities with vital/ample strategic wealth or desert climtes.
And of course, Wild Walkers heroes, too, are better goverrnors than generals but only in temperate forests, really, and to get the most out of them you need to have adamantium tomes unlocked, etc.
