Facerig has getting a lot of recognition in Japan since Live2D support and artists who has been making Live2D models before begin to port their model to Facerig. Hence the surge of models on Workshop.
As you said, the 'waifus' content is just inevitable... Facerig has been using 'waifus' model for Live2D DLC trailers and you know where they are going to market this DLC to.
I won't judge how people are going to use these avatars, some of them are using it just for fun with their friends. Or probably because they like the characters. Same thing can be goes to official 3D female models.
I believe there's always been demands for male models on Workshop, especially male character from JRPG (I think people would love Cloud or Sora's avatar, that would be cool)
It's just that there's aren't enough artists familiar with Live2D. It's a pretty niche software that previously only Japanese could understand it and their English learning resources are pretty scarce. I see they're going to improve upon those aspects tho.
Lastly, if I understand your third paragraph correctly, I want to point out during my observation artists would charge $60 - $100 per avatar. That's if you want them to draw the model and also rig them altogether. So yeah, no one gonna takes your 10 TF2 keys or 1 refined for an avatar.
Yes i have no problems with the surge of waifu stuffs but the absence of other different content is what bothers me. And i dont judge how they will use it as i put my own disclaimer that its purely my own opinion to see it in a weird way.
Lastly, if artists were to charge me 60-100$ for a live2d rigging, i think it is too much since its not my first time requesting things. I have paid more than 5-6 model making and rigging for TF2 game, which is as well not easy since tf2 has specific character rigging and animations per-classes itself. And they charge me 15 up to 38 dollars a model, from a scrap meshing to texture mapping and rigging to the game itself.
If it was the full HD 3d character rigging request i'd understand and gladly pay 60$+ for a fully working 3D Kingdom hearts character (non live2D), but for a live2D these 60$+ are bit too much dont u think?

Especially if you have worked with Live2D before.. unless you're making a very basic model, making a model with non-common parts and with specific art style is pretty time consuming. And to charge them at range of $15 - $30... if it's a single artwork I understand, but for a Facerig avatar it's unjustifiable.
Also Live2D models can be used in anything beyond of a virtual avatar. From your commissioned model you can put them in games...making interactive app out of it, etc. So I believe those models are worth more.
I'm curious about those models you were speaking of, are they Live2D models? For what purpose?
The models i asked before, idk just some childhood outburst, i grew up with Kingdom hearts and i just wanna have that character in my facerig and use it time to time when i feel like it :D

I understand, I've tinkering a lot with Source Engine before. It's fairly easy to modify already available models given that you have basic knowledge of 3D software and Source SDK.
