I am not good in modding but In have this idea that someone maybe could develop and realise?

What I miss in the Civ BE and Civ V is the automation of production queues. Back in early Civilisation series and SMAC it was possible to create and save a construction queue and then assign it (It was called a governor) to cities/colonies so they would realise the production / construction priorities by themselves. Queues are available in Civ BE but they have to be set up individually for each base. That is very inconvenient and makes the later game turns much longer than necessary.

Would it be possible to make a mod fixing that?

Governor menu allowing for creation of bespoke construction queues:

1) of the buildings currently available in the game only (unlocked in the technology tree)

2) of all the game's buildings (city would realise them according to priority as they become available in the game)

In the city screen there would be an option to assign a governor who would be queuing the construction automatically (almost just as the puppet cities do, but that production queue can be disturbed/stopped/changed by the player any time.

So for instance I can make a bespoke queue called 'Early Settlement Plan' that lists 1.Old Earth Relic 2.Worker 4.Vivarium 3.Clinic
If the Ecology Tech is not available by the time worker is constructed the queue moves directly to Clinic and comes back to Vivarium once the technology is researched. I can ask the city to build an explorer any time and have it go back to the queue once the explorer is finished.
