A mod to make all luxuries available during a game (or info on what files to mod to make one)?
As the title says. I'd assume after so long that there would be such a mod already but I couldn't find one. If there isn't, does anyone know what file I would have to modify to make my own?

Have you tried CyRob's Sandbox mod? It's a cheaty one, but works.
Also you might try extended Galaxy settings:
