There is a guide on the Insurgency Modding Discord. You have to use CSGO and link to everything from the CSGO directory.

Go to #mapping and click on the pin at the top or scroll up a bit.

but i notice we don't have a dedicated sdk
so what are the option to download hammer?

sdk 2013 multiplayer or singleplayer
or cs:go right? (idk if that option is piad) alternative there is tf2 (meaby not)?

Source SDK is already part of the Insurgency package, see "..\steamapps\common\insurgency2\bin"

Otherwise, CSGO has it as a DLC that you need to activate in your Steam library.
