im not gonna describe it perfectly but youd just make a robot creature. you could copy an already existing one and edit the tags to fit the bill to your liking
But then you could have them be something that is produceable at a workshop (or a custom workshop, etc), like from iron and whatever else you wanted. And then assuming you made them correctly theyd show up like a dwarf or human etc and be able to be assigned labors.
I suppose youd just remove the feelings/thoughts etc or limit them from start like love and emotion... but this is very envisionable.
