Are resolve levels and their bonuses Hardcoded?

Partially.

You can change the XP threshold per level and the amount of XP gained from quests. Not sure if more levels can be added this way.

I think the +10% on resistances the hero gets from leveling up is hard coded, but HP/Dodge (of armor levels) and SPD/DMG/Crit (of weapon levels) can also be changed through modding.
