For the first one, just look for tram vehicles in the workshop that look like the light rail trains that you want. You can also supplement it with mods that add more variety of "street" types to run tram tracks on dedicated routes or offroad. Keeping cars off the tram tracks seems to be the biggest challenge. For the second method, use mods like Build With Collision to put actual rail tracks on top of roads, and then use regular rail vehicles on them. There are many mods in the workshop for light rail vehicles, and also different track mods to use different track gauge widths. The drawback is the visual of them crashing thru cars, pedestrians, etc, on the streets
