I want to know. Are skins re-reveiwed if they don't make it?

Like a Halloween skin from last year. Might it come up again the next year assuming there wasn't some kind of problem with the skin itself? I really want that ratter line but the ability to comment on that was deleted and I know it was made a while ago. I want to know if it and other skins like it will have future chances.

skins aren't gone through as they are uploaded; the devs simply search through the workshop and pick the skins they like. so your skin has a chance to be accepted every update.
