Not possible with scripts.

you might be able to do a limited version, use the mod to block building those specific blocks in the world. but you could spawn in buildings/ships/or just a block of those items that the faction you want to have them either has access to those, or can used the WELD mod and they can cut up and place where they want them. it would limit how many of those items are in the game, and they would not be able to repair them (without a buildandrepair bot mod)
