In the world where the creators/management of this game live, 2 strikes means you're out.
When it gets really bad, pause the game and start removing the vehicles manually by clicking on them and using that option.
But it is often a question of road management and zoning that makes the biggest difference.
Try posting some photos of your industry areas, including road layout and relationship to the neighbouring areas like commercial and residential. Maybe some of the community can help you identify problems and give you good ideas. ALSO, do you have "INDUSTRIES DLC" or not because I think there may be some minor differences players with that dlc can help you with.
Good planning, enough access/exits and that RCI route planning makes a big difference.
Highway and train/ship proximity really help too. Good Luck
