So I know very little about modding, but I want to try and make a character that works as if it's stuttering. I want it to actively be pausing each other moment in a replay, and I want it reflected in its frames.

I don't know how to explain it in words, but I want it to work as if the video below was how the character moved, like where you can make someone whiff a move by backing up a move prior; Heck, I'd want to add and Idle animation that could apply with it so it's even more confusing if they stand still.
