If you subscribe to Steam Workshop mods, they'll be automatically downloaded and installed when the mod gets update. Keep in mind not all mod authors will update their mod in regular basis; some abandoned. Some discontinued. Some simply hit and run due to stolen works. If you install mod outside Steam Workshop, you should check them regularly and search the net for recent version update.
Yes, that is the mod which I've seen (can't for the life of me remember where) and it had a picture saying something about toll booths and AI traffic.
