I am making a map in the world builder when I click on advanced options and choose the human player as Teddy R/America. everything works up to this point, but then when I place a new city, the city name is Washington but hovering over the name lists it as a completely different civilization. my first map it showed Germany. I closed out and restarted everything and even generated a new map, same problem. it showed Washington (Poland) instead of America. is the World builder advanced options broken?

Edit: I started another new map in the world builder and found that whatever civilization is listed as the human player never changes when I change it. New map it showed Germany as human player, I changed it to America with Teddy R. place new city hover over the nameplate and it shows Germany. I will attach before and after pics.
