Currently you can only make custom sets which is very limited.
Hopefully they can add more flexible set design and more custom items.

Btw. the sets in the workshop are created from items already in the game. So it's kind of similar to for example the workshop in Planet Coaster/Planet Zoo where you just put together different props that are already in the game. So the movie sets in the workshop are just made by a player by placing the available ingame props into a set in a specific way and then saving and uploading the set. I did a few sets myself on the workshop but yeah it's nothing special and there is very limited amount of props right now, hence why most sets kind of look the same and it really only takes a few minutes to build a set.

If you are able to bring in your own props to the game at some point, I think that would still be quite powerful. And then they can add bigger or smaller sets for use to in cress the kinds of things people can do with the props.

Yeah not sure if people will be able to import their own made props in the future. Plus the games player base isn't very high (for now) so there probably wouldn't really be much people that could even create new props even if it would be possible.
