A suggestion for a mod
A mutator simply called "fear". It makes bots run away when heavily shot, under extreme fire, or is near an area with a lot of explosions.

I'm fairly certain there is already a mutator for that, it is called "Not a Martyr". You might need to tweak the speed they run away from gunfire though.
