Keep in mind that this does not affect new summons added by mods and the AI will be negatively affected as it still tries to spam high tier troops and little else.
Otherwise it is very hard to solve the balance issue they pose. There is no way to hard limit them without making a giant overhaul of the whole game's economy or unit availability.
I have looked at file location on steam and cannot find any files to edit the game units.
Open the mod editor and then through it open any .rpk that appears to be one that contains a unit you want to edit such as aow_unitwarlord.rpk. Select the unit category and click modify.
