I wanted the same thing as OP. I tried this but sadly it gives also all of the bonus money from the milestones.

I honestly just want to start with everything unlocked, but small amount of cash.

@joeldel: I had the same issue. But the fix is very simple;

You start a new map with 'Unlock All' activated. Indeed, by doing this you get the bonus money from all the milestones that are unlocked as well. What I do, is I buy as much of the inner 25 map tiles. (On the map I play now, I can buy all 25 tiles, and I'm left with around 100.000 money left).

Now I can build anywhere I want, and build anything I want. But still have to keep an eye on my bank. I also like to build a financially healthy city, so this is a very good working start of the game for me. Perhaps this tactic works for you as well...

Well you can make a Park that sucks 100 000 money per week, thats 16 000$ in the bar
