I would highly suggest avoiding anything to do with FU. the maker, Sayter, stole tons of content and chased away a TON of modders from the game by being a true ♥♥♥♥♥♥♥♥♥ on the community.

I would highly suggest avoiding anything to do with opinions of people who just can't get over old drama and necro threads over it. Sayter is answering every question in commentaries to his mod for frackin' years, no matter how dumb and repeated they are, so he is a saint in my book.
As for the mod itself, it was there, but seem to be deleted. Your best bet is probably just playing without Optional Story, because BYOS is plain better than any vanilla ship; and you can get to the outpost and unlock scanner in half an hour tops.

@serker31: Thanks for the tips, but I enjoy the extra content that FU adds. Also, the only reason I was looking to use the mod is because I'm using a lot of mods, and somewhere in there, one of them prevents me from starting the Apex mission. This in-turn prevents the outpost from having all of its features unlocked. I'm planning on paring down my mod list to just the essentials soon, anyway, so that will either eliminate or help me pinpoint the mod that is causing the issue.
